Rachel Martinez serves as Chief People Officer and Chief of Staff at Open Up Resources, bringing more than twenty years of experience across corporate communications, strategic leadership, and people operations. In her dual role, Rachel leads enterprise-wide people strategy aligned with organizational growth and mission, overseeing the organization’s People Services.

As part of the executive leadership team, she designs the organization’s workforce strategy, aligning talent, culture, and organizational design with long-term business objectives. Rachel brings a systems-oriented, people-first approach to leadership, designing and executing HR strategies that strengthen organizational effectiveness, scalability, and sustainability.

A champion of a values-driven culture that supports belonging and high performance, Rachel leads initiatives that strengthen employee engagement and organizational health, ensuring people practices reflect and reinforce the organization’s mission and impact.

Rachel began her career in healthcare Human Resources, working with the John Muir Board of Directors and Medical Board in California, as well as with Legacy Health Systems in Oregon—experience that continues to inform her collaborative approach to governance, change management, and people leadership.

Her passion for improving children’s lives began with her service as an Ambassador Board Member for CASA for Kids and her volunteer work with organizations such as the Sunshine Division and Mercy Corps. Her certifications via The Harvard Business School, SHRM, and the Association for Talent Development (ATD), along with her Chief of Staff Association certification, strengthens Rachel’s ability to translate people strategy into effective leadership, operations, and organizational outcomes.
